This document provides a resource for state assessment and procurement staff to quickly access sound, actual examples of request for proposal (RFP) language that address specific technology challenges associated with computer-based assessment. It includes 18 computer-based assessment challenges. We describe each challenge, then present language taken from recent state RFPs to illustrate several different approaches states have taken to ensure that RFP responses address the respective challenge.
States’ procurement practices, assessment policies, and internal capacities vary widely, so we deliberately present a range of examples. States should think about the costs (both time and financial) associated with the different approaches and select a path that best meets their assessment needs and the resources available in the state.
