The INTASC Model Standards for Licensing General and Special Education Teachers of Students with Disabilities were developed and published by INTASC in 2001 and describe what beginning general and special education teachers should know and be able to do to effectively teach students who have disabilities. This was the first policy document to address the knowledge and skills general educators should have to teach students who have disabilities and to distinguish this knowledge and skill from the additional expertise that special educators should have. The document also describes what collaboration between general and special educators can look like.
